Hainan Provincial Department of Industry and Information Technology issued the “14th Five-Year Plan for Information Infrastructure Construction in Hainan Province (2021-2025)”, with the long-term goal of developing Hainan into an "international information and communication hub". The Plan includes objectives for 2023 and the objective planning period for 2025.
In terms of international communication service capacity, Hainan plans to have three directly connected international submarine cables by 2025. Hainan plans to make new progress in its international communication service capacity by 2023. With the completion of the Hainan - Hong Kong Submarine Cable, the Haikou Regional International Communication Import and Export Bureau, and a dedicated channel for Hainan Free Trade Port international Internet data, Hainan plans to add a new international submarine cable, a submarine cable landing station, a submarine cable support base, and an International Communication Service Import and Export Bureau.
By 2025, Hainan's high-speed, efficient international communication infrastructure network will be basically complete, and at the same time, various supporting infrastructure projects for international communication services will be in place, making a breakthrough in the scope and service capacity for international Internet business on the island.
The international data center will be encouraged to view Hainan as an important node, providing basic services and cross-border data interaction services for international and domestic security and order, while also carrying out cross-border data transactions, calculation of rent and sale, data processing, and other services.
The Plan also defines the main tasks of Hainan in the construction of international communication facilities during the 14th Five-Year Plan period, including the construction of a large-capacity international submarine optical cable system and planned submarine cable landing stations, thereby improving the capacity of international communication services in many areas.
